& customs & not conflicting with organization’s

13
- ADMINISTRATIVE & SCRUTINEERING
All crews must present themselves in full at given time for
scrutineering on Sunday, October the 10th, 2010.
At any administrative checks each crew must have:
- The registration of the vehicle
- The certificate of vehicle insurance
- The driver's (or the drivers’) valid driving-license.
The race marshals check the vehicle with the entry form &
its general state, its safety features & the presence in
the vehicle of a fire extinguisher & a safety triangle.
The departure may be denied to any vehicle not complying with
safety rules. During the event, the departure may also be denied
to a vehicle deemed unsafe, until it is brought into compliance
with safety rules.
14 - TRAFFIC
During the race, crews must comply with Tunisian traffic regulations.
Failure to comply with these laws, including speeding in a crossing
of the village, may result in penalties up to exclusion.
15
- ORDER OF DEPARTURE
SS 1: in
order of increasing numbers.
Next stages (SS): in the reverse order.
16
- LOGBOOK
a) At the start of each daily stage, each team
receives a logbook containing the specific time limits for each
daily route.
b)
The crew is solely responsible for their logbook. They must
submit it to various controls, the accuracy of any data being
under their responsibility. They must give it back at each stage
finish.
c)
The lack of a control visa or non-delivery of this book will
result in a penalty.
17
- SYSTEM TIMING
Each team receives a logbook with a chip which is connected
to our marshals’ timers & to
a software which quickly provides rankings.
18
- LIAISONS
a) They are drawn on open road & allow
to link regularity stages & towns. The departure & arrival
of a road section are signified by time controls (CH). The ideal
time to travel the distance between two CH is on the time card
& is determined with the road authorities in Tunisia.
b) The target time at a time control (CH) arrival
of a road section is obtained by adding the time to travel a
given road section, the starting time of this sector, these
times being expressed in minutes. Any difference between actual
time & the ideal time is penalized by:
- for any delay = 1 point per minute.
- for any time ahead = 1 point per minute or fraction of a minute
c)
A road section may be marked with one or more Check Points (CP)
to ensure effective passage of crews on the planned route. The
lack of a CP visa on the notebook leads to a
20-point penalty.
Any delay beyond 30' on the given time during a liaison results
in a 30-point penalty.
At lunch checks or late stage checks, checking ahead is allowed.
19 - ROAD REGULARITY STAGES (ERR)
a) The Road Regularity Stages (ERR) are on
monitored routes & included in the liaisons.
b) At the start of ERR, the marshal gives the
crew an average - the same for everyone.
c) The departure of ERR is given when the car
with its crew, has just stopped at the control.
The marshal writes down in the logbook the given time for the
start of the car. At forecast time, the start is given to the
car & recorded.
d)
The arrival of an ERR is kept secret, and system of
start might change. Only its maximum distance is shown on the
logbook. A checkered sign on a red background indicates to participants
the end of an ERR.
The time of passage over the finish line is taken at the second.
Any time difference is penalized by:
- 1 point per second of delay or ahead on schedule.
e) One or more average controls (CMF) can be
added on any regularity stages. They lead to the same penalties.
The time for the passage of these controls is calculated based
on the actual mileage between departure & that (those) control(s).
One or more check points (CP) can also be found on the ERR.
In this case, a member of the crew is required to go point.
The absence of stamp leads to a 20 point-penalty.
20
- PENALTY
Any crew having started one stage but not being able to participate
in an assigned regularity stage will receive a fixed 50-point
penalty per event not contested. It can however take the start
of the race or of the next stage. If a stage is not disputed
in its entirety & without having started the fixed penalty
is 150 points.
21
- ORGANIZATION’S TECHNICAL ASSISTANCE
A “broom” assistance is there on each stage &
then at the arrival of each stage. It can make minor repairs
with parts & components supplied by the competitors depending
on available time & without guaranteed results.
The organizers guarantee neither the possibility nor the result
of their interventions. All repairs, towing, transport outside
the organization will be charge to the competitors.
22
- PRIVATE TECHNICAL ASSISTANCE
a)
A crew can hire one or more vehicles for private assistance.
This assistance may take the route of the rally, but can only
be on regular road stages after their car & without causing
discomfort to other competitors.
b) Any infringement will result in a 50-point
penalty for the competitor involved & may include dismissal
of the event.
c)
The assistance vehicle must be duly registered & carry number
plates supplied by the organization.
d) The entry fee for private assistance vehicles,
which appears on the registration form, includes the same amenities
as for racing vehicles, except for special requests.
23
- PENALTIES
Note - To determine the value of a penalty is an arbitrary exercise.
Considering that this is regularity race, we penalize more heavily
those who, following a mechanical problem generally, missing
a start, to the benefit of the most reliable vehicles, present
every day on each stage. Continuing with the idea to highlight
the notion of regularity, we assign the same degree of penalty
for delay or ahead of schedule to a control.
However, these are pre-rules. Therefore, if certain penalties
do not seem wise, tell us. We will study your case carefully
before publishing our final rules by the end of May.
Lack of a crew member on board = no penalty
For each minute late at the start of a stage = 1 point
Beyond 15 minutes late at the start of a stage = 25 points
Speeding in a restricted area = 20 points
For each minute of delay to a time control (CH) = 1 point
For a minute ahead of time control (CH) = 1 point
Delay beyond 30' on a liaison = 30 points
No logbook = 60 points
No CP visa = 20 points
For a second of delay ERR = 1 point
For a second ahead ERR = 1 point
By not disputed ERR = 50 points
By stage whose departure has not been taken = 150 points
Vehicle Assistance embarrassing another competitor in an ERR
= 25 points
24
- RANKINGS
The rankings of each crew will be obtained by adding:
- The penalties in liaisons
- The penalties in regularity stages
- Other penalties, if any.
There will be a ranking for each regularity test & for each
stage. The final result will be the addition of these penalties.
From this overall ranking will be extracted special rankings
for the categories mentioned in paragraph 4.
25
- AWARDS
They will take place during the evening gala in Tunis, on Saturday,
October the 16th at
8:00 p.m.
